ASBESTOS AIR MONITORING, LABORATORY ANALYSIS SERVICES AND LEAD TESTING 1. When transmission electron microscopy (TEM) is required under the 1986 AHERA regulations, the analytical protocol included in those regulations shall be followed with respect to the order of analyzing blank cassettes and the five outside cassettes and the conducting of the "Z" test. 2. When TEM analysis is required for final clearance of any work area of a project the analyzing laboratory shall furnish to Owner a written statement covering the status of that clearance. One of the following statements shall be included, but wording should be that of the responsible laboratory personnel: A. All five samples from inside the work area have been analyzed and the average asbestos fiber count is less than 70 structures per square millimeter according to AHERA analytical protocol. The school (insert school name) is cleared for re-occupancy. B. Following analysis of the five samples from inside the work area, five samples from outside the work area and the three blank cassettes (as appropriate to the situation), the work area has passed or failed according to the analytical protocol of the 1986 AHERA regulations. A statement from the laboratory explaining in lay terms the procedure and reasons for these results shall be included. The letter which includes similar statements to the above shall be on the letterhead of the testing laboratory responsible for the analysis and shall be signed by a responsible employee of that firm. 3. For TEM area clearance samples, the owner will require the analytical laboratory to furnish copies of data sheets recorded during the analysis and additionally, for any clearance group of samples which fails (greater than 70 structures/MM2 ), a diffraction pattern representing one-fifth (1/5) of the structures counted on samples taken inside the work area must be furnished to the Architect and Owner. The diffraction pattern sheet must bear the date and time of the pattern. Hard copies of the diffraction pattern(s) must be furnished to the Architect and Owner within twenty-four hours of the analysis.
