DOES (Department of Employment Services) is in the process of modernizing its DC Unemployment Tax Information System (DC UITS) and the DC PFL Tax Information System (DC PFLTS). The modernized system will be referred to as the DC Economic Stability Tax Management System (DC ESTMS). The new DC ESTMS solution will provide an integrated solution that is customer-centric, multi-lingual, serviceoriented, mobile device compatible, innovative, secure, intelligent, and meet DOES’ required levels of performance including seamless integration with other Federal, State, and other Industry (e.g. NASWA) systems. This type of major IT project is complex and faces the risks common to all technology-based projects. These risks are made more urgent due to stress on systems, driven by the global pandemic and the need to modernize complex and antiquated processes. This combination of complex challenges has driven DOES to modernize its systems and processes to address its operational demands and policy requirements.
