In general, the scope of this project will consist of a planning process that identifies environmental, historic, and hydrologic constraints for discontinuing an approximately 1000’ segment of Black Mountain Road between Kipling and Dickinson Roads, creating a concept design for the multiuse pathway, sizing two replacement culverts at (1) Dickinson and (2) Black Mountain Roads, taking into consideration the existing conditions. The outcome of the process will be: • Development of Purpose & Need Statement • Collection of existing data • Local Concerns Meeting • Resource Identification • Hydrology & Hydraulic Analysis • Preparation of Alternatives • Preliminary Cost Estimate, to include PE, ROW and Construction costs • Development of an Evaluation Matrix • Alternatives Presentation Meeting • Alternative Selection The draft and final reports will include all elements of this RFP in a format outlined in section L.
