The contractor shall provide consistent, high-quality services through processes that are generally recognized by the testing community. In its proposal, the contractor must submit evidence to the satisfaction of the Department that it possesses the necessary experience and qualifications to perform the type of services required under this RFP and must show that it is currently performing similar services for the development and administration of professional examinations. The contractor shall assume all costs and responsibilities for the services offered in its proposal throughout the term of the contract; including, but not limited to, recording necessary data, preparing and providing products and services, and managing associated costs. In its proposal, the contractor shall describe it’s quality control measures assuring accuracy and completeness of the contract deliverables and each examination administered. The timeframes for performance of this contract are of essence. 4.1.1 Exam Development Services Any and all items (questions), forms (exams), or other material provided to the contractor by the Department or developed by the contractor for the Department are property of New York State and shall: • be securely maintained by the contractor, including off-site back-up recovery as defined in Section 4.5. • be limited in access to only Department authorized individuals; • be shared with Department authorized individuals upon request for management, development, and quality control of items and forms; • in no way, be made available to any person or entity not expressly authorized in writing by the Department; and • Provide Psychometrician for the development and regular reports for ongoing evaluations of exams
