The Washington State Department of Commerce hereafter called "COMMERCE,” is initiating this Request for Proposals (RFP) to solicit proposals from qualified firms interested in preparing guidance documents for developing effective transit orientated development (TOD) station areas, consistent with third substitute house bill 1491 (chapter 267, laws of 2025). This work will include providing a comprehensive but concise guidebook for developing TODs (appx 50 pages) providing a model ordinance and templates for implementation of TOD creating 4-6 micro-videos of less than 5 minutes on TOD topics providing a quick guide for public and councilmembers providing factsheets addressing important facets of TOD development. Topics may include: financing, affordable housing options, anti-displacement tools, commercial/retail and service options for neighborhood TODs, and parking requirements This work may require spatial GIS mapping and data analysis, including the ability to develop 3D mockups of TOD sites/options.
