East-West Gateway Council of Governments (the Council) is seeking proposals from a consultant or a team of consultants to design, develop and conduct a Household Travel Survey and Travel Demand Forecasting Model Update in the St. Louis Region. The Consultant will be responsible for developing a detailed plan for each task, identifying specific products, schedules, and deliverables, as well as quality assurance and quality control (QA/QC) measures. The work plan must indicate any resources or actions required from the Council, MoDOT, IDOT, regional transit agencies or any other party. The Consultant will conduct an initial in-person meeting at the Council office to discuss key elements of the work approach, identify major issues involved in household travel survey data collection and the model update, and discuss methods for reporting work plan progress. The Consultant, with the Council, will identify and agree upon the data needs from the Survey, focusing on understanding the travel patterns and key characteristics of current residents as well as the needs of the TDFM.
