The RISCL is seeking proposals for an updated LIMS system that can be used to manage all casework at the laboratory. The RISCL has twelve employees and analyzes evidence in the following disciplines: Firearms/Tool Marks/NIBIN, Latent Prints/AFIS and Trace Evidence. The Trace Evidence section includes Footwear impressions, Fire debris and Materials. The LIMS must have the ability to assign case and item numbers, track chain of custody on all items, integrate the RISCL’s current worksheets into the case workflow, allow for the upload of instrumentation data and photos which will be associated with a particular case, offer standardized report writing capabilities, and integrated verifications, technical reviews, and administrative reviews. Additionally, the LIMS must be able to track different types of data as specified by the RISCL and produce management reports. The LIMS must also have the ability to track resources such as instrumentation, reagents, and reference collections. The LIMS must also have a portal that allows customers to log in their evidence prior to submission to the laboratory and allow for electronic distribution of reports. This portal must be customizable to the needs of the RISCL and have the capability for departments to manage their own users. The LIMS must be cloud-based, which is hosted and maintained by the vendor. The LIMS must meet all security requirements as described below. Data from the current LIMS system must be migrated to the new LIMS. Migrated data must be accessible in the new LIMS and searchable. The RISCL will specify what data from the current LIMS will be migrated. Implementation of the new LIMS system must immediately follow this migration to avoid the scenario of two systems being run concurrently. Describe in detail the capability for the LIMS to meet these requirements. The vendor must provide an assessment of the compatibility of the laboratory’s current computer hardware systems to include a variety of computers, printers, barcode printers, signature pads, and scanners with their LIMS program. The vendor must provide prompt customer service for issues which will be included in the yearly subscription/maintenance fee. A detailed implementation plan which includes staff training must be provided. Specific Activities/TaskCreation of cases: The LIMS receive the submitted items and case information and create a RISCL case. Information captured with the case will include: Department name Department case number Type of offense (priority of case will be automated based on offense type) Case officer Priority of case Incident date and address Names of suspects, victims, and involved individuals as well as date of birth and FBI/SID numbers.
