The Town of Lincoln is seeking a qualified civil engineering firm to assist town boards in their review of development proposals, and to provide as needed on-call engineering services. The selected firm would be engaged on an as-needed basis depending on a determination by the Town that outside engineering assistance is needed to review a particular project or proposal or assist with a project. The contract term will be for one year with the option for the town and firm to mutually agree to extend the contract term for one additional year. The intent of the contract to be awarded as a result of this RFQ is to obtain the services of a highly qualified consultant to perform the following tasks on an as-needed basis: Review and comment on development plans and supporting documentation and studies, including but not limited to traffic studies, drainage reports, sewage flow calculations, environmental reports, and various development impact reports and analyses. Conduct and document erosion control inspections. Conduct inspections of various Town and private construction projects throughout Town including but not limited to construction of new subdivisions infrastructure, construction of private developments, repaving of existing roads, drainage installations, and sewer installation, etc. Conduct yearly inspections of four high hazard dams owned by the Town of Lincoln and update Emergency Action Plans for eight high hazard dams located in the Town of Lincoln. Design and permit small construction projects in the Town of Lincoln including, but not limited to, parking lot expansions, athletic court/field construction or reconstruction, etc. Conduct bridge inspections as needed and recommend repairs. Attend meetings of town boards and committees as needed to present comments and recommendations with regard to development applications. This may include daytime and evening meetings. Attend meetings of town boards, as needed, to present results of requested investigations. This may include daytime and evening meetings. Perform certain studies on the town’s behalf, including, but not limited to traffic, drainage, and sewer flow studies. Review and comment on environmental site investigations completed in relation to certain development proposals. Provide additional engineering services to the Town as needed. Prepare cost estimates for engineering related projects including design and construction.
