Prioritize delivery of a new, modern, and integrated multi-modal transit gateway that combines all necessary program functions and infrastructure to deliver an enhanced, accessible, and safe user experience for daily commuters, regional rail riders, business travelers, bus and shuttle riders, pedestrians and bicyclists Consider alternative station locations within the Project site that goes beyond prior master planning that assumed that the station and transit bus facilities would remain in the existing locations to achieve the best design solution that incorporates all project goals Support future growth and adaptability by designing and constructing a TOD/Joint Development Project that can be scalable, foster new transit ridership, allows for future expansions and changes in transportation needs, and ensure that the STC can accommodate increased service levels from changing passenger demand, new service such as Metro-North’s Penn Station Access project, changes to bus and shuttle use patterns, demand for for-hire vehicles and micromobility, and other improvements undertaken by CTDOT Incorporate private, Transit-Oriented Development, which may include a mix of uses, including mixedincome multifamily rental or for-sale product, commercial office, ground floor retail, hospitality, or other uses consistent with transit-supportive development on adjacent parcels or in air rights Incorporate Best in Class Architecture and Urban Design to achieve excellence in both form and function of the station and surrounding area
