The Town of Rochester has a population of 5,698, and an operating budget of approximately $27 million with an estimated 2,751 real estate parcels and 107 personal property accounts. The Town is seeking a web-based software solution to address our current requirements and that is scalable for future growth the Town will experience. The Town uses Harpers Payroll Services to process payroll and currently Softrite for its Accounting, Treasury, Tax Collecting and Assessing Departments. The Town of Rochester, Massachusetts is issuing this Request for Proposal (RFP) to solicit vendor proposals for a financial management software system to serve the current and projected needs of the Town. Qualified proposals will provide comprehensive Fund Accounting Software which will align with UMAS accounting principles. The Town is looking for a 3-year contract with the selected vendor. The contract will be awarded to the most advantageous proposer based on the evaluation criteria listed in the RFP. Proposers should be prepared to provide a demo. The contract is subject to appropriation of adequate funds for each fiscal year and may be terminated in the event such funds are not appropriated. Financial applications: Accounts Payable Budget Requisitions/Purchase Orders Accounts Payable 2. Revenue Applications: Accounts Receivable Property Tax Billing Excise Tax Billing Misc. Cash Receipts 3. Easy export of all data for analysis. 4. Browser based solution (cloud based) 5. Real time posting for all financial transactions 6. A redesigned chart of accounts for the new system. 7. Services to include training, data conversion from current software Softright, and project management. 8. Enhanced data security and data back-up and recovery The proposal should include a proposed timeline for implementation and integration of current systems.
