A. The contractor (“Contractor” or “Consultant”) will develop a holistic communications strategy, products, and activities to disseminate the multiple benefits of the Pilot evaluation and influence ongoing positive change to the child care sector by: 1. Building a comprehensive communications plan that will include key narratives and strategies. The Contractor will develop the plan by collaborating with King County staff, Pilot partners, and the Pilot Work Group. 2. Developing and implementing a storytelling approach with Pilot participants. 3. Creating a cohesive set of communications visuals and products to amplify the learnings, success, and impact of the Pilot. Communications narratives must be written in plain language and be easily translatable. 4. Designing and leading storytelling projects and developing materials to highlight Pilot impacts. Storytelling may include the experiences of Pilot participants, representatives from selected families, and members of the child care sector (such as directors/owners, or other roles that directly support and advocate with and on behalf of child care workers). 5. Developing a website for the Pilot and cohesive and distinct visuals for Pilot communications that captures and communicates values of the Pilot, priority narratives and aligns with Best Starts branding and King County security requirements. The website will be geared toward a general public audience, use plain language, and meet Americans with Disabilities Act (ADA) compliance under the Web Content Accessibility Guidelines (WCAG) 2.1 standards. B. The products developed under this RFP are to be available for use by community organizers, advocates, and organizations who are interested in furthering public investments in the child care field. Storytelling work will support Best Starts for Kids to highlight the impact and success of the Pilot, support narrative strategy, and build skills for effective storytelling. C. The Contractor will work collaboratively with King County staff to ensure that products align with Best Starts, King County Department of Community and Human Services (DCHS), and King County communications guidelines. D. The Contractor will provide project management for all components of this Scope of Work. The Contractor will also ensure that the research-based components inform the development of products, timelines are sequenced to ensure that community engagement can inform development, and data from evaluation partners is meaningfully integrated. E. The Pilot and the Best Starts child care strategy are committed to language justice. Some, if not all products, including translated captions and transcripts, must be accessible in priority languages identified by the Pilot team, such as Spanish and Somali. The Contractor must develop a plan for accessibility and language access, including utilizing practices of co-creation with the communities impacted by the Pilot. F. Best Starts anticipates the communications products created out of this RFP will be targeted toward multiple audiences
