The work to be performed includes: Contributing to development of a plan to perform desk audits, including a strategy to discover unreported and/or underreported personal property assets of businesses and/or industrial entities that report and establishing benchmarks and audit procedures, as requested. Contribute to program to identify businesses and/or industrial entites that have filed Schedule Bs and are subject to a desk audit prusuant to the Office's general Tangible Peronal Property adminstrative procedures, but are nonetheless worthy of a field or book audit. Develop field audits policies and procedures, including appropriate forms where applicable. Assist in the drafting of the Assessor's Annual Personal Property Plan for submittal to the Division of Property Assessments. Conduct both desk audits and field audits as requested. Timely complete book audits of businesses/industrial entities selected by the Assessor Office, by account value. Prepare appraised values for forced accounts, as requested. Review existing accounts to determine if assigned business type (NAICS) list and make recommendations for improvement. Provide an online filing system, including development, maintenance and/or support. Provide a system to value the taxable tangible personal property assets of forced accounts that do not warrant a field or book audit, as requested. Provide software to assign, manage, and report on the various tasks and duties performed by its vendor and/or the staff of the Assessor's personal property section.
