Rockdale County Department of Water Resources (RWR) is soliciting cost proposals for contractors to provide routine sanitary sewer cleaning and closed-circuit television (CCTV) inspection services. The County requires a proactive, scheduled maintenance program to minimize blockages, overflows, and infrastructure deterioration within its sanitary sewer system. Rockdale County maintains and operates a sanitary sewer system consisting of approximately 240 miles or more of sanitary sewer mains, 6000 manholes, and multiple lift stations. To meet regulatory requirements and prolong asset life, the County seeks to implement a comprehensive Preventative Maintenance Program (PMP). The scope of work for the Sanitary Sewer Preventative Maintenance Program will consist of the following: • Hydro jet and clean a minimum of 4,000 linear feet (LF) of sanitary sewer pipe per day. • Perform CCTV inspection of a minimum of 2,000 LF of sanitary sewer pipe per day, immediately following cleaning. • Identify and report defects in accordance with NASSCO PACP standards. • Provide digital and hardcopy documentation, including CCTV footage, inspection reports, and cleaning logs. • Track and submit weekly progress reports including maps showing completed areas. • Coordinate with County staff for access, scheduling, and special instructions in sensitive areas (e.g., schools, hospitals, high-traffic zones).
