The selected Consultant shall be a licensed professional engineer or such other person designated by the Town Board to perform the septic system inspections. The Consultant shall conduct all inspections in conformance with the 2025 Amendment to Local Law No. of 2019. the "Lake Placid Lake Septic System Inspection Law". The Consultant will be responsible for the following tasks: • The selected Consultant shall perform on-site septic system inspections under the oversight of the Town Code Enforcement Office. It is estimated that there are approximately 100 on-site septic systems which will require inspection by the Consultant. • The Consultant shall respond to the Town Code Enforcement Office's request for an on-site septic system inspection within three (3) working days, and such inspection will be scheduled on a date and at a time mutually acceptable to the Town Code Enforcement Officer and the Consultant. If the inspection requires boat access, the Town Code Enforcement Office will provide boat access. • The Consultant or the Town Code Enforcement Officer may request a septic tank pump out or dye test; the property owner shall arrange for the pump out and/or dye test at the convenience of the inspector after the property owner has provided the Town Code Enforcement Office with all available septic system information. • The Consultant shall provide a written inspection summary in a format acceptable to the Town Code Enforcement Office, detailing the observed system conditions. If the Consultant determines that the septic system is "failing", the reason(s) for such failure will be described in the inspection report, in compliance with the criteria detailed in Section F of the Town Septic System Inspection Law. The Consultant's inspection report will be submitted in both digital and paper form to the Town Code Enforcement Office within two (2) weeks of said inspection, or upon receipt of any requested documentation from the property owner. • The selected Consultant shall perform septic system design plan review for new or replacement residential septic systems in accordance with applicable Town of North Elba Law, New York State Law, or NYSDOH septic system design standards (10 NYCRR Appendix 75-A and the NYSDOH Residential Onsite Wastewater Treatment Systems Design Handbook). For onsite septic systems with a design capacity of more than 1000 gallons per day, the NYSDEC Design Standards for Intermediate Sized Wastewater Systems, will be used and a State Pollutant Discharge Elimination System (SPDES) Permit may also be required.
