Review available literature and previous economic studies relevant to cannabis industries both within Washington State and in comparable regions. Analyze local data on cannabis production, processing, distribution, and retail, including both licensed and ancillary businesses. Conduct stakeholder interviews and/or focus groups, including local business owners, workforce representatives, government officials, and community members. Compile and interpret employment, wage, tax, and sales data related to the industry, including but not limited to job titles, types and wages. Assess supply chain and multiplier effects on other local industries. Identify gaps in current data and propose methodologies to address them. Deliver a comprehensive written report with clear findings, data visualizations, and actionable recommendations. Present study findings at a public meeting of the Board of County Commissioners and be available for further discussions as needed.
