The Consultant will support Kitsap County in updating its Stormwater Comprehensive Plan, incorporating regulatory compliance, asset management, programmatic recommendations, and forward-looking strategies for sustainability and resilience. The updated plan will align with the 2024–2029 NPDES Phase II permit, integrate existing planning documents, reflect best available science and County goals, and include a revised SMAP. The County anticipates Tasks A through F as described below. Additional refinements may be developed during consultant interviews and final scope negotiations. Task A. Review/Assess Background Info and Existing Systems Conduct a comprehensive review of the Stormwater Division’s existing programs, systems, policies, and processes. This task includes evaluating the Division’s stormwater management program for consistency with relevant regulations, plans, and County priorities, as well as interviews with stakeholders. Task includes but is not limited to: • Analyze local water quality data, impacts, and goals • Review existing SOPs and decision-making tools • Evaluate how resources are allocated and identify areas for increased efficiency • Review relevant local, state, and federal regulatory requirements • Review related County and regional planning documents, including but not limited to: o Current Stormwater Comprehensive Plan and SMAP o Kitsap County Comprehensive Plan o Stormwater Division 6-Year Capital Facilities Plan o Stormwater Division 5-Year Strategic Plan o Stormwater Division Asset Management and Monitoring Plans (in development; complete by 12/31/26) o NPDES Phase II Permit
