The selected vendor will provide, implement, and support a cloud-based Legal Case Management System (LCMS) that includes at minimum the following features and capabilities: Functional Requirements 1. Matter lifecycle management with templates, task lists, and statuses. 2. Full, bidirectional integration with Microsoft Outlook (email & calendar), Microsoft Exchange, and Microsoft Teams. 3. Role-based access plus ethical-wall controls to restrict visibility of sensitive matters. 4. Ad-hoc report builder and SQL/OData export endpoints. Additionally, the department would find the following items highly desirable: 5. Timekeeping and expense capture linked to matters. 6. Configurable workflow and no-code automation. Technical Requirements 1. SaaS deployment in a Tier III (or higher) data center within the continental United States. 2. Single Sign-On (SSO) via SAML 2.0 or OpenID Connect, enforcing the City’s multi-factor authentication policy. 3. RESTful API and/or OData v4 endpoints for all primary entities. 4. Responsive web UI that supports modern browsers and mobile devices. Security & Compliance Requirements 1. Annual SOC 2 Type II audit report delivered to the City within ten (10) business days of issuance. 2. An independent penetration test performed at least annually; Vendor must remediate high-severity findings within thirty (30) days. 3.
