• Digitized documents in PDF/A format. • File shall be uploaded to a Cloud service. o County shall have access and full ownership of all the data stored in the Cloud service. • All files must be OCR-enabled and indexed for searchability. • Metadata index in Excel or database format, including: o Document title o Case number o Date o Page count; Final cloud repository access (via provided credentials or a dedicated platform). Technical Requirements • Scanning equipment must support fragile or bound items without damage. • Images must not be skewed, cropped, or blurred. o The County shall review and evaluate test images by importing and inspecting them to verify compliance with all required format specifications and quality standards. o Final approval of the project is contingent upon the Circuit Clerk’s review and acceptance of the test results, ensuring they meet all quality, format, and performance standards. • All materials must be handled with archival care. • Data storage and transmission must be encrypted (AES-256 encryption or higher). • Cloud service must support role-based access control and have audit tracking.
