Project Objectives under consideration by the Owner include: • Identification of concerns of various stakeholders, including the Arlington Historical Commission and the Massachusetts Historical Commission. • Identification of specific milestone requirements and/or constraints, especially as it relates to the requirements of the Massachusetts Historical Commission. • Identification of energy efficiencies to reduce overall environmental impact of the Project. • Evaluation of options related to the replacement of the clock tower including structural elements and cladding materials. • Recommendation to the Owner with regard to the appropriate delivery method for this project (Design-Bid-Build vs CM-at-Risk). • Recommendation to the Owner with regard to the costs and benefits of phased construction vs a single project.
