Task 1 – Project Initiation and Stakeholder Engagement • Conduct a project kickoff meeting with City staff and key stakeholders • Develop a work plan, timeline, and communication protocol • Identify and engage relevant stakeholders, including residents, schools, leagues, and local businesses • Facilitate focus groups, public meetings, and/or surveys to gather community input Task 2 – Market and Needs Assessment • Review demographic, recreation, and sports participation trends • Evaluate existing facilities in the region and identify service gaps • Evaluate the economic impact of existing sports complexes found in the region • Determine community needs based on city staff and stakeholder input and data • Benchmark comparable facilities and best practices • Provide recommendation for type of turf (natural/artificial) Task 3 – Site Analysis • Recommend proposed size and scope (acreage/type of fields) for development to accommodate the expected growth of the City’s population Task 4 – Cost Estimating and Financial Analysis • Provide a rough-order-of-magnitude cost estimates for construction and development (in phases) • Rough-order-of-magnitude shall also consider the types of amenities that could be included as a component of the complex (e.g., walking trails, playgrounds, maintenance facility, concessions) • Provide a probable cost estimate for a natural turf complex versus and artificial turf complex • Estimate ongoing operational and maintenance costs • Analyze potential revenue sources (e.g., rental, tournaments, concessions) • Evaluate financial feasibility, including pro forma and ROI scenarios Task 5 – Economic and Community Impact Assessment • Assess projected economic impacts (e.g., jobs, tourism, tax revenue) • Evaluate social and health benefits to the community • Identify alignment with economic development or public heath goals Task 6 – Final Report and Presentation • Deliver a comprehensive written feasibility study report • Present findings and recommendation to City Council • Provide all data, supporting documentation, and editable files
