It is the intent of the Horry County Schools Office of Procurement to solicit offers from qualified vendors to provide a Student Services Discipline Program for the schools within the District in accordance with all requirements stated herein on an as needed basis. These specifications cover professional services to furnish all supervision, labor, materials (when applicable), training and technical support to provide the services requested. The vendor shall deliver: ● A responsive web application—accessible on desktops and mobile browsers (including iOS/Android)—with no native app installation required ● Role-based interfaces for: ○ Teachers/staff: Incident referral and real-time feedback mechanisms ○ Administrators: Incident review, action logging, and turnaround reporting. ● Automated backend features: ○ Analytics and reports pulling discipline, attendance, and other student demographics including, but not limited to, race, ethnicity, IEP status, gender, grade level. ■ Supports filtered data export to Comma-separated values (CSV) ○ Syncing discipline data directly to SIS (e.g., PowerSchool) to ensure accurate state/federal reporting and reduced manual entry ■ Supports all South Carolina required incident management fields, including participant attributes and participant action attributes ■ Automatically records in-school and out-of-school suspension attendance in the district’s SIS when incidents with suspension actions are submitted. ● Seamless account access via Single Sign-On (via ClassLink, Clever, Google SSO, etc.) ● Administrators’ ability to set school calendars, action durations, and handle positive referrals, student notes, and tiered infractions as part of the roadmap. ● Allows administrators to customize which email notifications they receive, including alerts for discipline incidents, teacher-managed incidents, positive referrals, and student notes. ○ Administrator notifications shall be filterable by student grade level, multiple last name ranges (e.g., A–F, G–M), or individual specific students, allowing targeted review and action based on assigned responsibilities.
