The scope of services will involve LIDAR and/or topographic surveys of the subject area as well as any additional areas required for the proper study and design of the project(s); identification and evaluation of the problems caused by stormwater via public outreach (i.e. surveys, questionnaires, public meetings, etc.) and on-site investigations; concept-level determination of potential solutions and recommendations of priority if the solution(s) involves multiple projects; coordination with all utilities in the project limits to identify any conflicts as well as continued coordination with the various utilities during all project phases, as necessary; coordination with property owners to determine possible consent for future easements prior to full design; preparation and submission of all necessary environmental clearances; preparation of exhibits and attendance at one or more Public Information Meetings for the project, if necessary; preparation of construction plans for the proposed improvements, preparation of cost estimates, special provisions, and any other necessary bid documents in order to solicit bids for the construction of the project(s); coordination with the Illinois Environmental Protection Agency (IEPA), including preparation and submission of erosion and sediment control plans for use with the project’s Stormwater Pollution Prevention Plan, as required. Land Acquisition services will consist of identifying any and all necessary easements (temporary or permanent) or property to be acquired, as well as negotiations with property owners to obtain the required property and/or easements. Construction engineering services shall consist of attendance at a preconstruction meeting, providing on-site representation to observe/inspect the Contractor’s progress and quality of work; confirmation that the work conforms to the contract documents; preparation of any change orders as necessary and to ensure that proper approvals/inspections are made prior to work being performed or material being incorporated into the project; materials testing; maintaining project records; performing stormwater and erosion control inspections in accordance with an approved NPDES Permit; participating in final inspection, providing local agency with project documentation (diaries, test results, certifications, weekly reports, etc.); monitoring the improvements until project close-out, and resolution of any disputes with contractor and/or property owners.
