The Town of Boxford is soliciting proposals from MassDOT prequalified Architectural and Engineering firms with experience in multi-modal transportation design to provide design and engineering services for a 1.5-mile segment of the Border to Boston (B2B) Rail Trail, from Pond Street to Georgetown Road in the Town of Boxford, including survey, permitting, structural, and geotechnical design of a boardwalk section. The project is funded through federal and state sources and is programmed on the MassDOT Transportation Improvement Program (TIP). All work must comply with the applicable MassDOT project development and design requirements. This procurement is being conducted in accordance with the Brooks Act and Federal Highway Administration (FHWA) requirements, as the project is being partially funded with federal funds. The selected firm will be responsible for advancing the current Pre-25% design plans (prepared by Stantec and included) through Final design, including coordination with MassDOT for TIP compliance and all required public hearings, permitting, and stakeholder engagement. The project scope includes all tasks associated with advancing the trail project from pre-25% design to a Final design submission, in accordance with MassDOT standards. This includes: • Project design schedule development and monthly updates • Environmental permitting (ERC, WQDF, NEPA CE checklist, WPA NOI, etc) • Wetland delineation and coordination • Development of a full Functional Design Report • Completion of the Design Justification Workbook • All engineering tasks necessary for 25% Highway Design Submission: o Plans o Quantity takeoffs, WABA estimates o constructability reviews o design checklists • Preparation of structural sketch plans and final design for two boardwalk structures (north and south of Kelsey Road) including substructure/superstructure design, cost estimates, QC reviews, checklists and any associated geotechnical and hydraulic designs • Right-of-way planning and layout coordination • All engineering tasks necessary for the Final (75%, 100% & PSE) Design Submissions
