The Florence Boulevard Streetscape Project is a key revitalization effort for one of Casa Grande’s most prominent corridors. The project spans approximately 3.9 miles from I-10 to Arbor Avenue, passing through three uniquely themed zones: the Freeway Zone, Midtown Zone, and Downtown Zone. This project intends to transform the corridor into a Complete Street, enhancing mobility, safety, aesthetics, and economic vitality, while celebrating Casa Grande’s history and identity through thoughtful placemaking. 2. Project Delivery This project will use the Progressive Design-Build (PDB) method. The selected design-build team will work in close collaboration with City staff during preconstruction to develop and refine the design, cost models, right-of-way strategy, public engagement, and ultimately a Guaranteed Maximum Price (GMP) or phased GMPs. 3. Key Project Elements 3.1 Roadway & Intersection Improvements • Maintain or reconfigure roadway cross-sections based on zone • Install new curb, gutter, and ADA-compliant sidewalk systems • Redesign intersections for safer pedestrian crossings, including decorative crosswalks and corner plazas • Access management improvements (e.g., drive consolidation, raised medians) 3.2 Multimodal Elements • Protected and buffered bike lanes with appropriate separation elements (planters, striping, curbs) • Bus stop pads with pullouts and shelter amenities • Pedestrian priority zones and enhanced crossing nodes
