The Missouri State Highway Patrol (MSHP) requires the acquisition and use of a Modular Vehicle Barrier System package. This barrier system includes a specialized transport trailer, the MVB3X modular vehicle, barriers, pivot systems, lighting system, banners and packaging boxes to enhance public safety, especially in preparation for high-profile events. Due to evolving security landscapes and the rise of vehicle-based attacks, without such system, MSHP would be limited to concrete barriers or other patrol vehicles, which are less effective. The Modular Vehicle Barrier System package includes modularity, ease of deployment, adaptability, and operational efficiency. Its flexibility and adaptability allow it to be configured based on the specific characteristics of the deployment environment. The barrier can be extended or shortened depending on the width of the roadway, and its components can be staggered to allow pedestrian access while still effectively restricting vehicular traffic. No other known vehicle barrier system currently meets these criteria or provides a full system with all components. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
