The purpose of this RFP is to identify firms or individuals who can assist FWHA with writing, filing, and administering the anticipated FY24 HUD Choice Neighborhoods (CN) implementation grant. FWHA received a HUD Choice Neighborhoods Planning Grant award totaling $500,000 in 2022 to lead the development of a Transformation Plan for the Southeast Fort Wayne Choice Neighborhoods Initiative (SEFW CNI) neighborhood—one of the city’s most underserved yet historic areas. The SEFW neighborhood is located in Fort Wayne’s Southeast Quadrant. The SEFW CNI Transformation plan centers on the revitalization of Tall Oaks Apartments (TOA), a distressed, 105-unit public housing site, and the SEFW CNI neighborhood that has long suffered from physical deterioration and economic disinvestment. As described in the planning documents available at www.fwha.org/choice-neighborhoods-initiative, the Transformation Plan is the product of extensive community engagement, crosssector collaboration, and deep investment in resident priorities and outlines an ambitious vision for equitable neighborhood reinvestment. FWHA now intends to pursue a Choice Neighborhoods Implementation Grant from HUD to realize this vision. This grant would enable the redevelopment of Tall Oaks into a mixed-income, mixed-finance community, alongside critical neighborhood and peoplefocused investments throughout Southeast Fort Wayne.
