Implement and configure a public-facing Electronic Grants Management and Funding System. ISBE is seeking a Commercial off-the-Shelf (COTS), Modifiable off-the-Shelf (MOTS), Software as a Service (SaaS), or Platform as a Service (PaaS) solution that will facilitate the workflow providing Program Managers the ability to build form packages and allow external stakeholders across the state to submit applications for funding and be authorized to receive Federal, State, and local funds from ISBE. The preference is to have the system hosted by the Vendor and be customizable to meet State and Federal rules, guidelines, and reporting requirements, as well as the specific needs of ISBE. While ISBE cannot definitively categorize the level of customization required as minimal or extensive at this stage, the solution must be flexible enough to support the creation of custom fields, workflows, and business rules. Importantly, we expect that all configuration and customization work, including tenant setup—will be completed by the vendor or their subcontractor.
