Berrien Specialty Courts include Drug Treatment Court, Mental Health Court, Sobriety Court and the Swift & Sure Sanctions Probation Program. All Specialty Courts aim to increase public safety and reduce recidivism. The accountability necessary for participant success requires frequent, random, and observed drug and alcohol testing available seven days per week, 365 days a year, including holidays. Berrien County Misdemeanor Probation also sees large numbers of individuals every year who are court ordered to drug and alcohol test. Accordingly, this Request for Proposals is being conducted to increase the pool of qualified Drug and Alcohol Testing Providers for the Berrien County Trial Court. Projections for the number of tests annually by program is as follows: Drug Treatment Court up to 2,000 tests, Mental Health Court up to 1,200 tests, Swift & Sure up to 2,300 tests, Sobriety Court up to 4,100 tests, and Berrien Misdemeanor/Pretrial up to 1,000 grant-funded and up to1,400 additional participant self-pay tests
