The Commonwealth of Massachusetts (Commonwealth) Executive Office of Energy and Environmental Affairs (EEA) is soliciting Bidders to test up to 500 stormwater samples annually primarily for bacteriological indicators. Depending on the location of the stormwater discharge, samples will need to be tested for either Escherichia coli (EPA Method 1603 as cfu/100ml) or Fecal coliform (Standard Methods 9222D MF as cfu/100ml). Where the laboratory has the capability, a smaller number of additional water samples will be tested for other parameters including, but not limited to: Total Suspended Solids, Total Kjeldahl Nitrate, Nitrates, Nitrites, Ammonia, Oil and Grease, Biological Oxygen Demand, Dissolved Oxygen, Metals, Turbidity, and Phosphorus. The ability to perform these additional tests is not a requirement to apply, as multiple contracts may be awarded under this solicitation to meet monitoring program goals, but the bid submission should include a price list of tests and rates for all additional parameters that are available from the laboratory. Testing principally occurs between March 1 and December 1. Most samples are expected to be collected during rain events, but there will also be dry weather sampling.
