The City of Redlands (City) acquired a tenant occupied commercial building for the purpose of converting the structure to a City Hall Facility. The proposed project includes renovation of an existing seven-story commercial / office structure with one subterranean parking level. The existing structure is of steel frame construction, with metal deck and concrete floors. It is supported by conventional spread footings and includes a concrete floor slab on grade and concrete subterranean walls. The proposed construction will include retrofitting connections of existing moment frames at the basement and upper floors, and welding of new steel members to existing moment frames throughout the building. Fillet and complete joint penetration (CJP) welds are planned. Welding inspection will be continuous per 2022 California Building Code (CBC) and will require non-destructive testing of the CJP welds. Nondestructive welding inspection (ultrasonic) will be performed periodically on CJP weld which have passed continuous inspection. New steel elements will be fireproofed under continuous inspection. Base plates for the moment frames will be enlarged and include anchor bolts to the existing concrete beams. Wedge and epoxy anchors require continuous inspection. The plans call for additional tension or torque testing of 50 percent of the anchors (and 100% if there are any failures).
