Project Description On July 19, 2018, the Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan (PTASP) final rule, requiring certain operators of public transportation systems that receive federal funds under FTA's Urbanized Area Formula Grants to develop safety plans that include the processes and procedures to implement a Safety Management System (SMS). The Orange County Transportation Authority (OCTA) is soliciting proposals through this procurement to retain a SMS/PTASP Compliance Support team to provide professional PTASP compliance review and/or document PTASP compliance programs for OCTA projects and locations on an “on call” basis. Consultant shall act and advise OCTA as a subject matter expert. Consultant shall ensure a pertinent scope is determined and that input is obtained from those responsible for the topics/subjects of the assessment and assures that all assessments are conducted in a cooperative manner. Assessing will normally include a checklist of items to be reviewed or questions to be answered. The process will allow for a debriefing of findings with the responsible parties, as well as a review and comment period to allow for final input and the determination of target completion dates for corrective action plans. All assessments are fully documented and reported. Upon the completion of each review and assessment, the Safety Department issues a report of the results that identifies areas of deficiency, provides recommendations, and identifies corrective actions. Corrective actions and schedule for implementation are reviewed and approved by the Chief Safety Officer.
