The SC State Board for Comprehensive and Technical Education entered into an emergency to procure the services as described within. Describe the nature of the emergency condition and the resulting immediate threat to public health, welfare, critical economy and efficiency, or safety that this procurement responded to: An emergency procurement has been declared at the TTC Workforce Center located in Summerville, South Carolina, due to complete failure of all six (6) HVAC units within the facility. As a result, internal temperatures have risen sharply, creating extremely unfavorable and unsafe working conditions. Describe the facts and circumstances giving rise to the above describe emergency condition and threat: The elevated temperatures inside the facility pose a direct and immediate risk to the health, safety, and well-being of both staff and pre-hire trainees who are actively participating in workforce development programs. These conditions are not only unsafe but also interrupt critical training operations, an initiative essential to regional economic development and workforce readiness. Upon evaluation, it was determined that the existing HVAC units have reached the end of their expected operational life cycle. Due to the age of the systems and the high cost of repair, replacing the units is the most cost-effective and efficient solution for both the State and the agency. Prompt replacement is necessary to restore safe working environment, avoid extended disruptions to training, and uphold the agency's commitment to supporting economic and workforce development goals. Therefore, this emergency procurement is both justified and essential to ensure continuity of operations, mitigate health risks, and safeguard the State's investment in workforce infrastructure.
