The general scope of work includes evaluating different options for improving chlorine CT at the SERWTP, preparing a report of findings and recommendations, providing expert design services for the selected improvements, and providing project management until the project is completed. 1. Pre-Design Phase: Evaluate the following options to improve detention time at SERWTP: • Constructing piping changes outside the 3 MG reservoir to force water from the plant to travel through the reservoir before entering the system, thus turning the reservoir into a detention step in the treatment process. • Adding piping inside the 3 MG reservoir to separate the inlet and outlet from each other. • Adding baffling to the 1 MG reservoir already being utilized for detention time. Consider both concrete baffles and membrane baffles. • Adding baffling to the 3 MG reservoir. Consider both concrete baffles and membrane baffles. For the different options utilize computational fluid dynamics to determine how much increased detention time each option would bring to the plant effluent. Also, determine likely construction costs and timeframes for each option. Consider material availability, ease of installation, required geotechnical, structural, or other extra criteria, ease of maintenance, loss of storage volume for operational flexibility, and any other cost factors. Include in the design adding a check valve into a meter vault downstream of the 3 MG reservoir. This improvement is not for detention time, but is to be included with this project. Prepare a report summarizing the different options, evaluating costs and benefits of each, and recommending improvements to achieve the desired CT results and lower chlorine residuals. Show projects benefits, drawbacks, and costs of each option.
