The Missouri Department of Natural Resources (DNR) requires the acquisition and use of a Geoprobe 7822DT Drill Rig for soil probing applications, to conduct elaborate subsurface investigations for hazardous materials detection, to collect subsurface soil cores, groundwater, and soil gas samples for analysis of many hazardous substances. This allows DNR to make decisions regarding the safety of Missouri citizens' drinking water and soil. The Geoprobe 7822DT Drill Rig will be used during hazardous substance emergencies to detect where and how a hazardous substance is traveling through the subsurface and/or groundwater. The drill rig will also be used at known state and federal hazardous waste sites to conduct complex sampling events. The Geoprobe 7822DT Drill Rig is the only unit that includes bi-directional rotation on a commercial basis and has enough power to drill as deep as DNR needs for soil testing. Furthermore, Geoprobe Systems manufactures soil probing tools that are patented and specific to the Geoprobe 7822DT Drill Rig probing unit. As a result, this represents a proprietary requirement that meets the criteria as a single feasible source under RSMo 34.044 and the State is pursuing this acquisition as a Single Feasible Source.
