Prepare a draft report on the status of the CMP network detailing the analytical approach for multimodal analysis, the analytical results and findings. The report will detail in text, data tables, graphs, maps, and other visuals aids and outline status by roadway segment. The contractor will separate the network into different levels according to their status and recommend actions to maintain or improve each level. Identify strategies/actions that are already in place by different agencies (regional, state, or local) to address the issues or deficiencies identified. The results will be compared with the prior CMP document(s) and identify any changes/deficiencies that may need to be addressed. Analyze transit, freight data and any other modal data from available sources to identify potential issues/needs and to make recommendations for alleviating congestion impacts in the region, such as: Transportation Demand Management (TDM) Measures, traffic operational improvements, public transportation improvements, Intelligent Transportation Systems (ITS) technologies, and, where necessary, additional system capacity that will contribute to the more effective use and improved safety of existing and future schedule transportation systems based on the established performance measures. Recommend CMP goals, objectives and performance targets based on data analysis of the network. Review H-GAC’s existing Congestion Management Network (CMN) and provide input to H-GAC staff on how to revise or refine the network. Recommend any required adjustments to update the Congestion Management Network if changes in the transportation network have occurred since the most recent update that requires CMN revision/update. Update and report on vehicular traffic, transit, freight, and other modal data for the Congestion Monitoring Network developed for the H-GAC Metropolitan Planning Area to ensure that the update addresses the performance of the multimodal transportation system.
