The DOER is seeking a vendor to purchase and retire voluntary Class I renewable energy certificates (RECs) specifically related to the LBE Solar-Decarbonization Grant Program (PONENE-2025-005) and possibly other programs associated with state government efforts to reduce and/or offset greenhouse gas emissions. State solar canopy, rooftop, or ground-mount projects receiving funds through the LBE Solar Decarbonization Grant Program are required to offset the estimated equivalent embodied carbon of a given project (e.g., from the production of steel and/or PV panels). This offset takes place through either the purchase or retirement of Class I RECs, depending on whether a project is participating in the Solar Massachusetts Renewable Target (SMART) Program.
