a) Contractor shall provide the following containers and scheduled disposal services: Container Quantity Disposal Frequency Container Size 21 3 times/week 4-yard side load 11 1 time/week 4-yard side load 9 1 time/week 4-yard (recycle) front load 4 1 time/week 8-yard side load 2 2-3 times per month 30-yard open top roll off b) Contractor shall provide an additional 30-yard open top roll-off container on an asneeded/on-call basis. c) The Contractor shall collect, transport, and dispose of recycle and all non-hazardous solid waste materials. All waste and recycling collected and removed by the Contractor shall be disposed of at an authorized, licensed disposal site. d) The Contractor shall return containers to their original location after servicing. e) The Contractor shall be responsible for immediately cleaning up spills and debris that results from, servicing the containers. All refuse on the ground within ten (10) feet of the container, whether spilled by the Contractor or placed there by others, shall be picked up by the Contractor during collection. f) The Contractor shall maintain all containers in working condition and ensure they are free of unpleasant odors and unsightly damage to their exterior surfaces. Damaged containers shall be replaced at no cost to HHSC. g) The Contractor shall affix signage to the vertical surfaces of each container to denote the container size and company contact information. h) The Contractor shall furnish all labor, tools, equipment, applicable licenses and permits to perform waste removal and recycling services. i) Contractor personnel must secure all vehicles at all times. All equipment must be locked up or secured in a fashion that would prevent access or removal from unauthorized persons. If items cannot be secured, then Contractor must have a designated employee within five (5) feet of loose or unsecured items at all times, without exception. j) Contractor personnel shall not allow anyone to piggyback through secured doors behind them. Giving or receiving of any money, gifts or items of any kind with anyone on campus is strictly prohibited. The Contractor shall not engage in debates, arguments or altercations with anyone at any time while on campus. If there is an unfamiliar person or persons showing signs of aggression or sexual harassment of any kind, Contractor personnel must notify the operator or the Director of Maintenance for assistance, and Contractor personnel shall not engage or indulge the individual in any way. k) In addition to scheduled services, the facility may require additional, as-needed services. In those instances, the Contractor will receive a request for trash and recycle pickups (hauling) by the Facility Maintenance Supervisor by phone or written work order. The Contractor will respond to delivery/pickup work orders and hauling requests within four (4) hours, with service provided within 24 hours. l) Prior to commencing work, the Contractor shall inspect all work surfaces/workable areas, such as the concrete pads on which the containers shall be placed. All deficiencies found but not covered by this contract shall be reported to the Facility Plant Maintenance Manager (PMM). Contractor commencing work implies acceptance of work surfaces/workable areas and any work deficiency shall become the responsibility of the Contractor. m) While providing services awarded from this solicitation, the Contractor shall perform all steps necessary to protect persons and property from risk of harm. n) The Contractor shall be responsible for repair of surfaces that may be damaged from the containers covered in this SOW. Such repairs must match the existing surrounding surfaces and provide a seamless transition. o) The Contractor shall provide a plan for the protection of grounds and sidewalks. p) The Contractor must comply with all rules and safety requirements set forth by Austin State Hospital and other federal, state and local laws, ordinances and permits while on campus. q) Specific campus locations of trash, recycle, and roll-off containers will be provided upon award. r) Services and containers may be added or removed during the term of this contract at the sole discretion of HHSC.
