1. Authorization and Oversight The Investigator is retained by the City of Lawrence to conduct one or more investigations as specifically directed, authorized, and approved by the Mayor and supervised by a designated representative of the Mayor (“Mayor’s Designee”). This engagement shall be limited to the matters explicitly identified by the City, and the Investigator shall not undertake any work outside the defined scope without prior written approval. 2. Independence and Neutrality The Investigator is engaged in a neutral and independent capacity. The City acknowledges that the Investigator makes no representations or guarantees regarding the outcome of the investigation(s), and no part of this agreement shall be construed as a promise of any particular result or conclusion. The engagement is not based on favor, influence, or any assurance of findings. 3. Scope of Services The Investigator's role is strictly limited to conducting factual investigations as outlined in the scope of work. The Investigator shall not provide legal advice, make legal determinations, issue recommendations, or render any decisions on behalf of the City. The services provided are investigative in nature and are not intended to replace or replicate legal or administrative functions. 4. Review and Acceptance of Work All investigative work product, including reports, documentation, and findings, shall be submitted to the Mayor and/or the Mayor’s Designee for review. The City reserves the right to inspect, accept, or reject any part of the Investigator’s work upon reasonable review. 5. Confidentiality All information related to the investigation, including but not limited to documents, witness statements, communications, and findings, shall be treated as strictly confidential. Disclosure of any information to internal or external parties is strictly prohibited without the prior written consent of the Mayor or the Mayor’s Designee. This confidentiality obligation shall survive the termination or completion of the engagement.
