The PacifiCorp 2025 Integrated Resource Plan (IRP) and PacifiCorp’s 2023 Clean Energy Plan established an action item to conduct a small-scale renewable request for proposals (or “bids”) (2025 OR SSR RFP) to acquire small-scale renewable resource (SSR) capacity sufficient to meet the requirements of ORS 469A.210. 1 This RFP is also a first step in addressing a non-wire solution for grid needs per UM2005.2 Based on current estimated projections, PacifiCorp is looking to procure as much as 320 megawatts of capacity from small-scale resources that meet this requirement. Accordingly, the 2025 OR SSR RFP will accept and evaluate cost-competitive bids for resources with the following characteristics: 1. Minimum nameplate capacity of 100 kilowatts - 2 megawatts; 2. Generates electricity from wind, photovoltaic (PV) solar, wave, geothermal, hydroelectric, 3 biomass, 4 or other sources of energy that may be used to comply with Oregon’s Renewable Portfolio Standard.5 Storage resources (e.g., battery) will only be considered when co-located with SSR-compliant PV solar facilities;6 3. Have a guaranteed commercial operation date (GCOD) on or before December 31, 2029;7 4. PacifiCorp Transmission Fast Track Process for interconnection only; 5. Must be located in Oregon. 6.
