The Department of Health and Human Services, Administration for Children and Families, Office of Refugee Resettlement (DHHS/ACF/ORR) provides funds to states to assist eligible refugees, entrants, asylees, and other designated populations to achieve the goal of self-sufficiency. In addition, the State of Vermont funds support refugees and other displaced populations seeking a path to employment and long-term residency in Vermont. Eligible Populations to be served: a) Populations who are eligible for these services include those who meet ORR eligible requirements including refugees; asylees; Afghan Humanitarian Parolees, Ukrainian Humanitarian Parolees, Cuban/Haitian Entrants; Certified Victims of Trafficking; Iraqi or Afghan Special Immigrant Visa holders; Amerasians and permanent lawful residents (green card holders) who have held any of these statuses in the past. b) Additional populations who are eligible include other displaced populations residing in Vermont and are seeking a path to employment and long-term residency but who are not currently described by the other ORR defined populations. They may include people who are seeking asylum or are here in Vermont on another status such as temporary protected status or a parole status that is otherwise not covered under the ORR eligibility category. c) For this document, eligible persons will hereafter be referred to as “refugees and other displaced populations.” The area of service is statewide with a focus on areas where significant numbers of refugees and other displaced populations are living or are employed or plan to seek employment.
