3.1 Pre-asbestos abatement. 3.1.1 Inspection. Each bidder shall be qualified, properly licensed and insured to operate the business of a Demolition Contractor in the City of Freeport. 3.1.3 Permits and Notices. Contractors will comply with all laws and regulations of the public authority having jurisdiction over the work. The Contractor will also, at their own expense, in their own name, obtain all permits, certificates, and licenses required by the City; shall carry on all work under this contract in strict conformity therewith, and shall save and keep harmless the City of Freeport from any expense incurred thereby. A copy of the demolition permit will be required with the submittal of the final pay estimates. 3.1.3.1 Public Notices to Adjacent Properties. The City of Freeport will send notice of application via certified mail to owners of property adjacent to, contiguous to or across any street, river, creek or public way from any part of the land upon which the structure exists. The notice mailed to these property owners shall be on a form provided by the Community Development Department. 3.1.4 All related EPA notices and the 10-day notification of demolition required by the EPA must be sent to the Illinois Environmental Protection Agency at the contractor’s own expense, and a copy provided to the City before demolition. A fee of $150 is to be paid by the Contractor to the Illinois EPA with each initial 10-working day notice required to be filed to perform demolition of asbestos containing structures. 3.2 Asbestos Removal. 3.2.1 As part of the bid documents, the City of Freeport has completed an asbestos survey. The asbestos inspection reports are included with this bid. Prior to demolition, the successful contractor is responsible for any required asbestos abatement from the structures, as required under state and federal law. All related EPA notices and the 10-day notification of demolition required by the EPA must be sent to the Illinois Environmental Protection Agency at the contractor’s own expense, and a copy provided to the City before demolition. A fee of $150 is to be paid by the Contractor to the Illinois EPA with each initial 10-working day notice required to be filed to perform demolition of asbestos containing structures. When asbestos abatement is required, confirmation must be provided to the City, by the licensed asbestos abatement contractor, that the abatement has been completed prior to the beginning of any demolition. The licensed State of Illinois Asbestos Abatement Contractor shall remove and dispose of any identified asbestos in accordance with OSHA, EPA, DNR, Federal, State and local requirements. The City may request, and the bidder must furnish, proof of current state license and necessary insurance for the selected Asbestos Abatement Contractor. All contractors are required to submit (when applicable) copies of the EPA 10-day notice, the EPA Hazardous Waste Shipment/Asbestos Manifest, Asbestos Waste Dump Receipts, and the Dump Receipts for the demolition debris. 3.2.2 Wetting of demolition materials shall be performed by contractor at contractor expense. Use of hydrants shall not be permitted without coordination with the Freeport Water & Sewer Department prior to the start of demolition. 3.2.3 In the event of a complex demolition, asbestos abatement and demolition may occur simultaneously provided proper safety procedures are followed and no asbestos containing materials are demolished prior to abatement.
