The City of Charleston is seeking proposals from qualified and experienced firms to operate and manage all functions of the Lowline Parking Lots, which include the Huger Street North Lot, Huger Street South Lot, and Sheppard Street South Lot as shown in Exhibit A to this RFP with a total capacity of one hundred forty-four (144) surface parking spaces. The City of Charleston seeks proposals from qualified and experienced firms to operate and manage all functions of the Lowline Parking Lots twenty-four (24) hours per day, seven (7) days a week. The successful proposer will be required to provide sufficient staffing for all shifts to perform the required services. The proposer's staff shall include a qualified manager or managers responsible for the overall activities relating to the management of the parking facilities who shall be on call 24 hours per day, including weekends and holidays, and shall take and respond to complaints from the public and the City of Charleston. One manager shall be the point of contact for the City and serve as the proposer's representative at coordination meetings. This manager must be physically present on site within fifteen (15) minutes from contact by the City or any member of the public to address any emergencies or issues.
