The current South Carolina Statewide Freight Plan Update was adopted by the SCDOT Commission in December 2022. The CONSULTANT shall utilize the 2022 South Carolina Statewide Freight Plan as the foundational document to implement revisions to the 2027 Statewide Freight Plan (Statewide Plan Update). The CONSULTANT shall also ensure that the Update is accomplished in collaboration with Momentum 2050; SCDOT’s Statewide Multimodal Transportation Plan (SMTP) This will require the CONSULTANT to build on the freight-focused vision and mission of the 2022 South Carolina Statewide Freight Plan. The Statewide Plan Update will be the result of a collaborative effort between the CONSULTANT and SCDOT. The Statewide Plan Update will include an updated assessment and analysis of the state’s freight and logistics-related infrastructure assets, and multimodal freight movements of goods into, out of, within and through South Carolina. The multimodal freight movement of goods analysis will have 2023 as the base year with forecast years of 2029, 2044 and 2054. The final Statewide Plan Update must include all elements specified in 49 U.S.C 70202.
