2.3 Project Goal and Objectives The goal of this project is to conduct a comprehensive space utilization study for Clayton County Water Authority’s Headquarters Campus and associated facilities in order to optimize the use of existing spaces, improve functionality, support future operational needs, and enhance employee well-being. The objectives are as follows: • Evaluate how well existing spaces meet current operational, safety, and customer service needs. • Identify opportunities to increase space efficiency, functionality, and adaptability. • Provide recommendations for space reconfiguration, relocation of departments, alternative furniture and fixture use, and potential renovations or expansions. • Address future needs by considering telecommuting policies, anticipated staffing changes, and operational priorities. • Support a flexible, inclusive, and wellness-oriented environment through thoughtful space planning 2.4 Scope of Work The selected firm will be responsible for providing all labor, services, and deliverables necessary to complete the following major tasks: 2.4.1 Review Existing Documentation: • Floor plan layouts of departmental areas. • Organization and Staffing Assessment Report (April 2022). • Monthly HR Update Report. 2.4.2 Evaluate Future Facility Needs: • Identify underutilized or available spaces for reallocation or reuse. • Review and recommend workspace configurations, meeting rooms, and conference spaces. • Evaluate additional Forest Park Office facility. 2.4.3 Providing Design and Space Planning Recommendations • Determine optimal department locations based on operational and customer service needs. • Develop conceptual layout plans using current floor plans. • Propose alternative furniture, fixtures, and storage solutions to improve space efficiency. • Identify areas suitable for future renovations or expansions. • Provide general cost estimates for proposed recommendations and conceptual designs. • Recommend phased implementation strategies and timelines for proposed changes. • (Optional) Evaluate opportunities for land acquisition and/or purchase of existing buildings. 2.4.4 Mayor Study Considerations • Balancing space between telecommuting and in-office employees. • Fit-for-purpose workspaces. • Departmental connectivity and adjacency. • Accommodation for network infrastructure equipment. • Adequate conference, meeting, and training spaces. • Private and wellness spaces (e.g., personal call rooms, nursing rooms, relaxation areas). • Crime prevention through building design principles.
