a) Represent and advise the City Council, City Manager, City departments, and all City officers in legal matters pertaining to their duties. b) Provide timely oral and written legal opinions and interpretations of laws, statutes, ordinances, regulations, and court decisions. c) Prepare, review, approve, and/or revise ordinances, resolutions, contracts, staff reports, memoranda, deeds, leases, certificates, easements, notices, and other legal documents. d) Serve as legal counsel to the City’s Successor Agency and any other bodies or committees formed by the City Council. e) Monitor and advise on pending state and federal legislation and court decisions that may impact the City, including suggested compliance measures. f) Enforce the City’s Municipal Code, zoning regulations, and building standards through judicial or administrative proceedings. g) Perform legal work related to land use, development, easements, rights-of-way, acquisitions, and public improvements. h) Provide guidance on personnel and labor relations, including disciplinary actions, grievances, and compliance with the Meyers-Milias-Brown Act. i) Advise on municipal revenue issues such as taxes, assessments, fees, Proposition 218, and the Mitigation Fee Act. j) Maintain effective internal capacity or coordination with specialists to address real estate, CEQA, environmental law, elections law, risk management, and other specialized areas of municipal law. k) Maintain regular communication with the City Council, City Manager, and staff with prompt responses to calls, e-mails, and consultations. l) Provide training and guidance regarding the requirements of the Meyers-Milias-Brown Act, the Ralph M. Brown Act, Conflict of Interest (including Political Reform law and AB 1234), CEQA, the Elections Code, the Public Records Act, and other legal requirements imposed by statute and common law, as requested.
