The City of Spokane Wastewater Management Department’s Stormwater Program (hereinafter “City”) is initiating this Request for Proposals (hereinafter “RFP”) to solicit Proposals from Firms interested in providing Consultation Services to develop an RFP seeking the establishment of a Community Based Private Public Partnership (hereinafter CBP3) that will ultimately collaborate to construct a regional stormwater facility. City of Spokane code requires development and redevelopment projects to incorporate onsite stormwater management facilities into the proposed designs to mitigate untreated stormwater discharges to the Spokane River and minimize the stormwater load on the combined sewer system. Grassy bioretention swales are a structural best management practice utilized to treat stormwater; however, they may be infeasible for projects with limited space and in areas with poorly infiltrating soils. Regional stormwater facilities are a practical solution to manage stormwater for neighborhoods experiencing development, redevelopment, and housing infill where swales are infeasible. The City seeks a Consulting Firm to engage the community, solicit and evaluate feedback, and develop a RFP deliverable with a CBP3 focus. The City RFP delivered by a consultant for this project should focus on requesting proposals from potential private sector partners detailing the framework to establish a CBP3 in order to construct a regional stormwater facility on public or private lands. Construction of a regional stormwater facility will result in water quality improvements in the Spokane River, benefit groundwater recharge, ensure clean drinking water, and reduce stormwater contributions to the combined sewer system.
