The City of Tacoma seeks to retain the services of a state lobbyist consultant with significant demonstrable experience in lobbying and advocacy at the state level. The lobbying consultant must have existing relationships with state elected officials, government agencies and staff, executive staff, and industry lobbyists. The lobbying consultant should have a familiarly with the City of Tacoma and the issues and needs of the City. The requested services include, but are not limited to, the following: General Requirements: • Provide a broad range of government relations and lobbying services on behalf of the City of Tacoma before the legislative and executive branches of the Washington State government. • Advise and assist in planning, formulating and implementing the City’s state legislative agenda on policy and fiscal priorities. This includes assisting in the creation and review of the legislative priorities and policy positions documents. • Facilitate an annual planning meeting with City GRO staff to discuss the current year's legislative agenda, assess progress toward established goals, and identify new state legislative priorities for the upcoming year. This meeting may be held in coordination with the City's federal lobbyist to maximize opportunities for aligned federal and state support. • Assist in the ongoing development and execution of political strategies to successfully accomplish the City’s state legislative priorities. • Assist in direct lobbying of the legislature, the executive branch, and state agencies on the subject matters assigned during the state legislative session and the interim. • Educate state legislators, executive branch officials, and staff on the unique needs and perspectives of the City. • Monitor bills that may impact the City’s interests in accordance with the legislative priorities established by the City and provide interpretation and analysis of bills to City staff.
