(A) Storm Drain Inlet and Drywell Cleaning. 1. The Contractor shall clean the storm drain inlets and drywells listed in Appendix A storm drain inventory and record findings in a format approved by the State. 2. The Contractor may use any method of storm drain inlet and drywell cleaning at his own preference and convenience provided that all debris is removed from site as soon as the lab results determine if it’s hazardous waste or not. Debris must be removed from site in accordance with Section 10.4(B).4 of the Specifications. Refer to Section 1.43 Debris, of the Special Provisions for the definition of debris. 3. The Contractor shall install all Best Management Practices (BMPs) indicated on his approved BMP plan prior to starting any storm drain or injector well cleaning activities. 4. The Contractor shall provide and maintain pollution control measures (BMPs) during the storm drain or injector well cleaning operations. The protective control measures shall be approved by the Engineer prior to work commencing. 5. Inspections. All work by the Contractor shall be subject to inspection by the State. The inspector will accompany the contractor during cleaning activities. The Inspector and the Contractor shall record the amount of material removed from the drainage structure. A copy of any disposal manifest that are generated as a result of this project shall be submitted to the State with the monthly invoice. Refer to Section 5.4 Inspection, of the Special Provisions for more information. 6. The State shall not be responsible for broken or damaged equipment, cables or hoses while cleaning storm drain inlets and drywells. The contractor shall exercise caution. The State may stop storm drain inlet and drywell-cleaning operations in the event an undermined/damaged storm drain inlet or drywell is encountered to assess impacts of continuing the cleaning operation. The Contractor shall stop cleaning operations that may aggravate the damage of the structure and notify the Engineer for guidance and direction. 7. Storm drain inlets and drywells may require removal of welded structures in order to conduct cleaning. Contractor is responsible for removal of welded structures prior to cleaning and replacement of welded structures immediately after. Removal of welded structures prior to cleaning and replacement of welded structures immediately after cleaning is complete is considered incidental to the Contractor’s bid price of drain inlet and drywell cleaning. 8. All work shall be performed to at least the minimum standards of the industry. Where not conflicting with the requirements of the Specifications, the most current available edition of the National Association of Sewer Service Companies (NASSCO) Specifications Guidelines shall be used. (B) Removal of Debris. 1. The Contractor shall remove debris from the storm drains inlets and drywells as indicated in the cleaning inventories in Appendix A storm drain Overview Map and Inventory. 2. The Contractor shall remove debris from storm drain inlets and drywells indicated on the drain inlet and drywell cleaning inventories. The removed sediment and debris shall become the property of the contractor. 3. The Inspector and the Contractor shall record the amount of material removed from each drain inlet and drywell. 4. The Contractor shall remove debris daily and shall leave the work site each day in a condition equal to or cleaner than prior to commencing work. A copy of any disposal manifest that is generated as a result of this project shall be submitted to the State with the monthly invoice. a. Contractor is allowed to store collected debris at a designated Harbor site only until lab results indicate no hazardous material. If no hazards, then debris shall be removed no later than the next working day. If hazards are found, then contractor is responsible to dispose of the hazardous waste at a hazardous waste site. 5. Refer to Section 1.43 Debris, of the Special Provisions for the definition of debris. (C) Disposal of Debris. 1. The removed sediment and debris shall become the property of the Contractor and the material shall be disposed in accordance with all existing rules and regulations of the Federal, State, and other environmental protection agencies. The Contractor shall be responsible for the required permits, all hauling and disposal fees and shall be provided at no additional cost to the State and shall be considered incidental to the Contractor’s bid price of drain inlet and drywell cleaning. Any unauthorized or illegal disposal is ground for termination of the contract. 2. Best management practices shall be followed as closely and as practicable as possible. 3. Work shall not cause air or storm water pollution as specified by Section 10.8(B).3 of the Specifications. 4. Refer to Section 10.4(B).3 of the Specifications for the required disposal manifests
