The State is seeking to replace various tax administration systems with a modernized COTS Solution and applicable Services that provides end-to-end tax administration services by simplifying taxpayer experience and streamlining tax administration services through integrated workflow tools including but not limited to: E-file and paper option to file and audit tax returns by individual tax type, tax licensing applications by tax type and tax related form requests. Tax payment, refund and banking functionality. Logging customer Interactions received via phone call, e-services, or mail and provide worklists and routing for these interactions. Receiving and issuing taxpayer correspondence/notifications. Taxpayer and debtor e-services and self-help. Tax fraud detection and analytics. Tax compliance functionality and audit case management. Provide outstanding tax due process, assessment, and final collections. Tax financial transaction tracking and tax accounting functionality. Meet system security, audit and access process requirements. All associated reporting and interface needs. The solution will need to provide services across an initial list of tax types and support additional tax types due to modernization of existing tax administration systems or legislative mandated requirements that would benefit from the reuse of the customer experience and integrated workflow tools. The Contractor will need to work with multiple areas of State staff, including Tax Administration, Collections, Tax Compliance, Privacy and Security, Financial and Accounting Services, and DTMB Agency Services to implement a COTS product that will support Tax Administration processes for the specified tax types. Contractor must provide deliverables, services and staff, and otherwise do all things necessary for, or incidental to providing a Solution in compliance with the requirements of the Contract, including maintenance, upgrades, and enhancements. The Solution must be hosted on a scalable solution leveraging either on premise State-Hosted infrastructure data center or State tenant in externally hosted approved Cloud platform, which currently includes Google Cloud Platform (GCP), Microsoft Azure, and Amazon Web Services (AWS). The hosting platform will be approved by the State. This hosting Solution must comply with all contractual requirements, State IT Policies, Standards and Procedures (PSP), and IRS publication 1075 standards.
