1. The Consultant will provide a 100% web-based NOMS that integrates near realtime (5 minutes or less) visualization of Federal Aviation Administration SystemWide Information Management ("FAA-SWIM") on STL-based Automatic Dependent Surveillance-Broadcast ("ADS-B") flight track data, presented on an intuitive and user-friendly display. 2. Key features to be included in the NOMS system: a. The system will be 100% web-based and will not rely on any vulnerable Java plugins or heavy client downloads to users' computers and mobile devices. b. The Consultant will provide a site license with five (5) concurrent users for the NOMS system. If a mobile version of this tool is available and offered, it will also be included for five (5) concurrent users. Offers that provide fewer users than the requested number will be deemed unresponsive. C. Through the fusion of multiple flight track data sources, including FAA SWIM, FAA Airport Surface Detection Equipment, Model X ("ASDEX"), and ADS-B data, the Consultant will provide airspace coverage for flights up to 20,000 feet within a 50 nautical mile radius from STL's reference point (defined as 38.7486982, 90.3700257). d. At a minimum, the Consultant will provide annual updates to their NOMS software and supporting applications, including the core NOMS system, public noise portal, and NMTs.
